ENAR 2009/2010 Shadow report on racism in Europe

21.04.2011 ENAR has launched its 2009/2010 Shadow Report on racism in Europe. The report draws on 27 national shadow reports across Europe. It identifies communities vulnerable to racism and presents an overview of manifestations of racism in a range of areas, as well as an assessment of the legal and political context and responses by governments. Some of the most worrying and unfortunately expected findings include: manifestations of racism in Europe continue in key areas of life, despite some progress e.g. in the area of education; extremism and racist violence are on the rise; and racist political discourse is increasing in mainstream politics.

FRA Report Access to justice in Europe: an overview of challenges and opportunities

21.04.2011 On 23rd March 2011, the European Union Agency for Fundamental Rights (FRA) released its report “Access to justice in Europe: an overview of challenges and opportunities“. The report was launched in Budapest at the conference ‘Protecting victims in the EU: the road ahead’, hosted by the Hungarian Presidency of the Council of the EU, with the support of the FRA. The report provides a comparative analysis of access to justice across the EU Member States and finds that there are many obstacles that make it difficult for victims to enforce their rights. This report relates mainly to civil and administrative procedures available to victims of discrimination. The report reveals several problems that result in victims being deterred or unable to enforce their rights by taking cases to court. http://fra.europa.eu/fraWebsite/attachments/report-access-to-justice_EN.pdf

Working Paper: Temporary and circular migration: opportunities and challenges

21.04.2011 The EPC’s Task Force on Temporary and Circular Migration investigated whether temporary and circular migration policies are part of the solution to sustaining Europe’s economic and social models in the future. This Working Paper, written principally by Sheena McLoughlin and Rainer Münz with contributions from Rudolf Bünte, Göran Hultin, Wolfgang Müller and Ronald Skeldon, is the culmination of the year-long discussions within the multi-stakeholder Task Force. The paper makes a number of recommendations to policy-makers who are considering temporary/circular migration policies, presenting both the challenges (e.g. need to prevent exploitation of migrants, need to incentivise return to countries of origin) and the opportunities (e.g. the potential for development in countries of origin). http://www.epc.eu/pub_details.php?cat_id=1&pub_id=1237
